Do you need to register your mobility scooter with the DVLA?

When you’re purchasing a mobility scooter, there’s often confusion about whether you need to register it, whether you need a licence, and what legal requirements apply. The difference between Class 2 and Class 3 mobility scooters

It’s important to understand how mobility scooters are classified:

Class 2 scooters: These are designed for pavement use with a maximum speed of 4mph. They can also be used on the road where there is no pavement, but are not designed for regular road use.
Class 3 scooters: These are road-legal models with a maximum speed of 8mph (reduced to 4mph when on the pavement). They typically include additional features such as headlights, indicators, mirrors, and a horn.

DVLA registration: When is it required?

The good news is that only Class 3 mobility scooters and powered wheelchairs need to be registered with the DVLA. If you’re purchasing a Class 2 model, no registration is required. But if you opt for a Class 3 scooter, you are legally obliged to register it with the DVLA before taking it onto the road.

The DVLA provides a form known as the V55/4 or V55/5, depending on whether the scooter is new or used. You’ll need to provide basic information such as your personal details, make and model of the scooter, and evidence of purchase.

Do you need to pay vehicle tax?

While Class 3 scooters need to be registered, they are exempt from vehicle tax. This means you do not have to pay any road tax to operate your mobility scooter on UK roads.

Do you need to display a number plate?

The short answer is, no. Although your Class 3 mobility scooter will be assigned a registration number by the DVLA, you are not required to display a number plate. This simplifies ownership and ensures your scooter remains lightweight and easy to use.

Insurance and licensing

Although it’s not a legal requirement, we strongly recommend taking out insurance for your mobility scooter. This protects you against accidental damage, theft, and third-party liability. You also do not need a driving licence to operate a mobility scooter, but it is important to familiarise yourself with the rules of the road, especially if using a Class 3 model on public highways.
